BERKELEY SPRINGS — The fall term of the Morgan County grand jury returned 28 indictments charging individuals with various crimes including sexual abuse, financial exploitation of an elderly person, robbery, computer fraud and other drug and traffic offenses.
Among the cases were charges against Foster Crouse Miller, Jr., 43, of Middletown, Va., for grand larceny and escaping while in custody.

Around seven hours after stealing a police cruiser during his arrest, Miller was taken into custody by police after to a tip from a concerned citizen.
Three hours after police released information on the wanted Miller, he was arrested without incident, according to police.
Sgt. Lemon was dispatched to a reported theft on Spielman Road. Once on scene, he met with the two complainants in a Ford truck.
During the course of the investigation, police said they learned both complainants were wanted from Frederick County, Virginia, on felony drug charges and placed them under arrest.
“They were handcuffed and placed in his patrol SUV, with the male suspect in front of the cruiser and the female in the rear,” a press release from police said. “The female subject was removed from the rear of the cruiser to assist Sgt. Lemon with the suspects’ vehicle.”
At this time, Sgt. Lemon observed the male subject take off in his 2019 Dodge Durango police SUV, police said. The female suspect, identified as Victoria C. White, 26, remained with Sgt. Lemon, and Sgt. Lemon immediately notified Morgan E911.
Approximately 20 minutes after the suspect fled in the patrol SUV, Sgt. Nazelrod found the stolen vehicle on Eppinger Road. The fleeing felon was not in the vehicle.
Various vehicle, foot and K9 searches took place in the entire region, but the fleeing felon was not located at that time.
While police continued investigating, Morgan County 911 received a call from a concerned citizen at 5:23 p.m. in the vicinity of Luther Michael Road and Winchester Grade Road of a possible sighting of the fleeing felon Miller.
According to police, a perimeter was set up in the area after this sighting was “deemed legitimate.” After approximately two hours and two new fresh sightings, a second perimeter was established in the vicinity of Spielman and Eppinger Road, the release said.
The suspect was next sighted by a citizen who was near Cpl. Barney. The suspect was arrested by Cpl. Barney without further incident.
Miller remains incarcerated in the Eastern Regional Jail in lieu of a $10,000 bond in this case and no bond as a fugitive from justice in Frederick County, Virginia.
Others indicted include:
Maneika D. Shifflett, 49, of Bunker Hill, was charged with possession with the intent to deliver methamphetamine, conspiracy and transportation of a controlled substance into the state.
Brady A. Twigg, 29, of Cumberland, Md. was charged with possession with the intent to deliver heroin, conspiracy and possession marijuana.
Clarissa M. Twigg, 25, of Cumberland, Md. was charged with possession with the intent to deliver heroin and conspiracy.
Mindy Stevenson Baker, 46, of Hedgesville, was charged with financial exploitation of an elderly person.
Charles R. Sutter, 60, of Martinsburg, was charged with burglary and the misdemeanor charges of petit larceny and shoplifting.
Tyler R. Tilghman, 25, of Newport News, Va. was charged with transporting stolen property into the state, driving suspended and defective equipment.
Nicholas M. Walker, 40, of Charles Town, was charged with two counts of battery on a law enforcement officer, domestic battery and possession of a controlled substance.
Dana M. Heishman, 57, of Avella, Pa., was charged with possession with the intent to deliver heroin, two counts of conspiracy, possession with the intent to deliver meth, two counts of transportation of controlled substances into the state and possession of marijuana.
Alethia P. Hovermale, 27, of Berkeley Springs, was charged with grand larceny and misdemeanor destruction of property.
Dustin M. League, 22, of no address listed, was charged with first-degree sexual abuse.
Lori G. Lippard-Schrider, 59, of Berkeley Springs, was charged with financial exploitation of an elderly person.
Penny S. Lynch, 49, of Berkeley Springs, was charged with burglary, attempted escape while in custody and misdemeanor obstructing.
Toni L. Nave, 45, of Martinsburg, was charged with DUI 3rd offense, aggravated DUI, driving revoked for DUI 3rd offense and misdemeanor possession of marijuana.
Richard L. Early, 47, of Berkeley Springs, was charged with failure to update sex offender registry.
Ronald C. Fletcher, 52, of Bunker Hill, was charged with possession with the intent to deliver meth, conspiracy, transportation of a controlled substance into the state and prohibited person in possession of a firearm.
Kindle Mae Gill, 20, of Berkeley Springs, was charged with destruction of property.
Mark A. Gladden, 46, of Hancock, Md. was charged with failure to appear.
Zachary R. Harbaugh, 30, of Berkeley Springs, was charged with fleeing with reckless indifference, fleeing causing property damage, passing in a no passing zone, speeding driving suspended 3rd, no insurance, no MVI and no registration.
Remington C. Arnold, 30, of Great Cacapon, was charged with first-degree robbery, burglary and two counts of assault during the commission of a felony.
Bradley E. Backus, 41, of Mt. Nebo, was charged with fleeing with reckless indifference, fleeing on foot and destruction of property.
John W. Barber, 49, of Berkeley Springs, was charged with first-degree robbery, burglary and two counts of assault during the commission of a felony.
Nathaniel R. Bland, 20, of Berkeley Springs, was charged with uttering and conspiracy.
Lakota R. Boothe, 22, of Berkeley Springs, was charged with three counts of forgery and conspiracy.
Thomas A. Davis, 37, of Great Cacapon, was charged with failure to update sex offender registry.
Chaz M. Crews, 31, of Pa., was charged with possession with the intent to deliver heroin, possession with the intent to deliver and two counts of conspiracy.
Howard J. West, 33, of Berkeley Springs, was charged with computer fraud.

An indictment shows that a grand jury determined there was enough evidence against an individual to proceed with a case. Those accused are considered innocent until proven guilty in Morgan County Circuit Court.
